Geneva can’t pre-empt state SORA residency laws

The city of Geneva cannot impose residency requirements for convicted sex offenders that exceed state law. U.S. District Judge Michael A. Telesca of the Western District of New York ruled last week that the state’s Sex Offender Registration Act pre-empts the Ontario County municipality’s local law.
