Background: A full-time judge, who also fulfills administrative responsibilities, asked whether he may serve as a member of a state-sponsored advisory group that develops state-wide policies in a certain area of the law. Group members are required to review and vote on requests for federal funding from both government and non-government entities. These entities collaborate with the New York State Court System in carrying out their activities. In addition, the judge will vote on proposals submitted by court system representatives.
