City seeking developer for Midtown Rising parcel

The city of Rochester has issued a request for proposals for the development of a 0.79-acre site known as Parcel 2 at 260 E. Broad St. at the Midtown Rising site.

“The release of this Request for Proposals is an exciting phase in the Midtown Rising project,” said Mayor Lovely Warren. “After years of planning, design, demolition, and now with the construction of the Windstream offices complete and the construction of Tower280 and Gannett offices underway, the Midtown site is generating a new set of investment opportunities in the heart of our Downtown.”

Midtown Rising is a redevelopment partnership that is positioning Rochester for the future by significantly reshaping the downtown core through major public and private investments, job creation and infrastructure development. At its heart is the rehabilitation of the nearly 9-acre former Midtown Plaza site into a mixed-use district designed to attract a critical mass of residents and amenities and create a vibrant place to live and work.

The objectives of the requests for proposals are to: Increase the city’s tax base; create an optimal mix of uses on the site that strengthen the urban fabric; provide satisfactory revenue to the city from the sale of real estate; create construction jobs for city residents, women and minorities; create contracting opportunities for women and minority-owned small businesses; and create new, permanent job opportunities in downtown.

The Midtown Rising project involved the demolition of most of the Midtown buildings; the adaptive reuse of the former Seneca Building as the new headquarters of Windstream; construction of new Gannett offices adjacent to Windstream; adaptive reuse of the former Midtown Tower, now known as Tower280; inclusion of new streets and open space; and the creation of three development parcels, including Parcel 2.

Proposals must be submitted no later than 4 p.m. on Nov. 13 to the Bureau of Business and Housing Development, Room 005A, 30 Church St., Rochester, NY 14614. City staff will be available to discuss this RFP, explain and clarify requirements and respond to questions at 10:30 a.m., Friday, Sept. 11 in room 223B, City Hall, 30 Church St.
