Man charged after police say 3-year-old found sitting in garbage during welfare check

(USA TODAY Network via Reuters Connect) – A Canandaigua man was arrested after police said they found a 3-year-old child living in unsafe conditions while he appeared intoxicated during a welfare check.

The incident occurred about 5:43 p.m. July 13 at a home on North Main Street in Canandaigua.

According to police, officers responded after a caller requested a welfare check, reporting that Andrew B. Cramer, 36, of Canandaigua, sounded intoxicated during a phone conversation.

When officers arrived, they said Cramer showed signs of intoxication. Police also found a 3-year-old child sitting in garbage that included open alcoholic beverage containers and rotting food.

The child was turned over to a relative, police said.

Police charged Cramer with one count of endangering the welfare of a child and two counts of obstructing governmental administration.

Authorities said Cramer physically resisted officers as they attempted to arrest him and later refused to provide his fingerprints and photograph during the booking process.

Cramer was transported to the Ontario County Jail and was released on his own recognizance following his arraignment.
