A forum on the and local power is being held this week.

Voters will decide in 2017 whether to hold a convention to consider changes to the state’s governmental blueprint.

Columbia Law School and the Rockefeller Institute of Government will host a forum on Thursday in New York City looking at how a constitutional convention could affect relations between New York state and localities. So-called home rule powers to enact local laws are defined by the state constitution.

Voters are asked every 20 years whether they want to convene a convention. Any proposed changes to the state constitution also would require voter approval.
