Affordable townhomes are being proposed for a vacant plot of land within Rochester‘s East End district.
Neighborhood development officials, along with the Mayor’s Office, are recommending City Council approve a development project by Hinge Neighbors and The Housing Council at PathStone that would create 11 townhomes at 125 Charlotte St.
The project was selected from four submissions to a September Request For Proposals.
Hinge Neighbors would be the developer with assistance from development consultant Patrick Tobin LLC and CJS Architects.
The city-owned parcel became part of the neighborhood landscape following redevelopment of the Inner Loop East. Previous proposals for the site never came to fruition.
The city sold the property to 270 on East Housing Development Funding Corp. in October of 2020, with the stipulation that redevelopment would begin within two years. When that did not happen, ownership reverted back to the city in November 2022.
The current proposal would create 11 affordable townhomes, nine of which would feature fully accessible ground-floor Accessory Dwelling Units.
The parcel is bordered by Pitkin, Charlotte and North Union streets.
