County legislators adopt tougher contract law

The Monroe County Legislature has passed a bill sponsored by Legislator John Lightfoot, D-Rochester, to increase the participation levels for minority- and women-owned businesses working on county contracts.

The revised levels would require that 12 percent of county construction contracts go to minority-owned businesses and 3 percent to women-owned businesses. The previous goals were 10 percent and 2 percent, respectively.

The proposal was unanimously adopted at the June 10 meeting of the Legislature.

The legislation also requires the county executive to file a report with the legislature before April 1 of each year detailing the actual participation statistics for the preceding year. The county’s Department of Environmental Services estimated that nearly $1 million additional dollars would have been available to minority- and women-owned businesses if these goals were applied to last year’s Capital Improvement Program.
